This section describes what the on-chain program must do, what it must never do, and how termination locks the system permanently. Use this to align builders, reviewers, and participants.

Non-Negotiables

No restarts. No second run. No admin intervention. Termination is final.

Program Mode: One-run. State progresses forward only.
Completion Cap: Exactly 21 Thrones maximum. Never more.
Termination: On the 21st Throne confirmation, program becomes permanently inert.
No Authority: No governance rights. No “pause” key. No rule changes.
